These two buttons should change octaves, unless you assigned other MIDI events to one of these using Xkey Plus, which will have for effect to disable octaves feature.
I suggest you reset to factory default your Xkey (Press and hold Oct +/- while you connect USB cable, or use Xkey Plus ‘Reset to factory’ button) and try again.
